The GeoPlan Center is collaborating with the Environmental Management Office of the
FDOT to support FDOT NPDES activities. The FDOT statewide NPDES project at the GeoPlan center began in 1995 and ended in August 2001. There are three major tasks within this project:
- The development and maintenance of a Geographic Information System (GIS) database of county and statewide data
- The creation, testing and modification of an NPDES application
- The training of FDOT staff in the use of the NPDES application, ArcView GIS software, and Global Positioning Systems (GPS)
These three task are explained in more detail below.

NPDES Database

The NPDES GIS database is intended to support FDOT NPDES activites.
Geographic Extent of Data
Duval County was the pilot area for testing and implementing new data. Upon completion of the NPDES database for Duval County, the database was implemented in FDOT District 2, then for the entire state.
Data Collection
Data was first collected from existing FDOT datasets, then supplemented with data from the Water Management Districts, FDEP, FDCA, and Property Appraissors.
Data Processing
The data was subjected to QA/QC tests, then put into a digital Library database. The data was copied onto CD-ROMs for FDOT usage.

Listed below are some of the data sets collected or acquired for FDOT NPDES applications:
- Drainage infalls to and outfalls from FDOT property
- NPDES sampling site locations
- SPOT imagery
- FDOT aerial photography for selected road corridors
- FDOR property assessment data and FDOR property summary data
- County-specific data sets (future landuse, county planning data, property parcels, etc.)

NPDES Application

The NPDES application was designed to provide a user-friendly computer software interface for FDOT users with no or very little GIS experience. Needs assessments were conducted with FDOT staff to determine what application tasks would assist them in NPDES activities.
The resulting application was created by customizing a commercial GIS software, ESRI's ArcView GIS software, with the Avenue programming language and Visual Basic. The NPDES application has four main parts to it:
- A locater of industrial, commercial or agricultural properties that could potentially contribute to pollution on FDOT properties
- A locater of residential properties that could be contaminated by pollutants in the event of a spill
- The ability to display and update tabular and spatial data collected in the field through mobile computing
- On-line help for the NPDES application
